PROJECT DESCRIPTION

The new Traffic Company and Forensic Services Facility includes construction of a 100,550 sf, three-story highly secure forensics laboratory and office building to house the San Francisco Police Department’s Traffic Company (motorcycle police) & Forensic Services Divisions. This critical facility will ensure the viability of San Francisco’s traffic emergency responders and investigative forensic personnel during a major seismic event or other emergency, providing state-of-the-art professional work environments and the facilities necessary for a citywide response. The project is targeting LEED Gold Certification.

SERVICE DESCRIPTION

HCI’s role was to manage mechanical, electrical/low voltage, plumbing and building management systems design, buyout and construction, HCI lead a comprehensive review of the project construction documents at various contract milestones and developed a detailed estimate for Electrical/Low Voltage, HVAC, Plumbing and Building Management systems. Our comprehensive estimating and coordination efforts were based upon relevant industry trade service pricing of all commodities, detailed assembly-based take offs, and a detailed labor factoring based on NECA and MCA/RS MEANS, vendor pricing for all equipment. HCI also provided Value Engineering options that included engineering solutions, alternate equipment & materials and other similar items that results in several million dollars savings to the budget. HCI provided target value design suggestions that include stipulated budgets per each MEP trades that are based on the performance and specifications, BOD developed by the design team. HCI also managed the cost reconciliation process with the Core Trade Contractors throughout the preconstruction and design process. Following the buyout process HCI continued to manage cost entitlement and the change order process. This project delivery method is CM/GC with Design-Build Core Subcontractors for MEP.
